FRAG Srl is looking for a Project HSE Manager with experience in Oil & Gas offshore projects related Floaters on LNG projects. The candidate will manage the planning of the HSE aspects of the Offshore Project. Furthermore, the Project HSE Manager will have to interface with the Client and will organize the Engineering team of work.
Responsibilities: - Complete and manage the developments of the HSE Management Plan, and ensure ongoing implementation of it, including further production of individual project HSE management plans
- Evaluating with the HSE Director and HSE Manager for Offshore Construction with client's HSE requirements and compliance.
- Provide the contractual HSE requirements for the services and equipment to be provided by the contractors when developing scopes of work
- Ensure that the ISO 14001:2004 & OHSAS 18001:2007 standards are complied with.
- Assist engineering and construction teams in identifying hazards, assessing risks, and in the development of scope specific HSE risk management plans
- Supervision of Project HSE staff.
- Develop project specific HSE procedures as required.
- Provide regular reports on HSE performance.
- Attending at Client's meetings to facilitate understanding of project requirements.
- Ensure development of appropriate HSE bridging documents and Contractor HSE management systems.
- Investigate or arrange for all accidents and near-misses be investigated, prepare report of findings, including
- Liaise with site HSE management to ensure alignment.
- Recommendations to prevent recurrence and implement approved course of action.
- Development and implementation of HSE Plans and emergency response plans that comply with Company policies and procedures as well as local client requirements.
- Provide relevant information for monthly HSE reports.
- Conduct HSE presentations and training to employees as required.
- Supervise the administrator and record keeping on area specific HSE audits, reports, certifications, permits, etc.
- Promote a positive Company image during the course and scope of the performance of these duties.
- Assist in evaluation and selection of subcontractors on the basis of their HSE performance.
- Provide HSE input for the proposals group bids.
- Make recommendations, promote training, offer advice and liaise with personnel at all levels on a continuing basis regarding health, safety and the environment and drive risk reduction and performance improvement.
Requirements: - Degree in Technical Engineering disciplines
- At least 10 years of experience in HSE Engineering activities in Oil & Gas sector
- Previous experience on Offshore project as HSE Manager, better on FPSO or FLNG projects
- Proficient knowledge of Offshore HSE principles.
- Knowledge of and ability to use management concepts and principles including goal setting, planning and execution.
- Ability to communicate clearly and authoritatively on HSE matters
- Very good standing to interfacing with the Client
- Ability to prepare and update HSE statistical tracking and trending data.
- Ability to carry out incident investigation and root cause analysis.
- Fluent knowledge of English language
