FRAG is looking for a Commissioning Manager for a Pumping Station projectin Iraq. Duties &Responsibilities - Prepare and finalize the commissioning strategy of the project and assurehis implementation throughout the entire project life. For specific topic, suchas planning, involving high level of expertise, the Commissioning Manageroperates in co-ordination with the Construction Manager and PlannerCoordinator/Manager;
- Responsible to validate schedules of commissioning activities, liaisingwith Client’s Planning Dpt., in order to integrate them with the constructionworks;
- Preparing Plant Operating Manuals, including also general Pre-Commissioningand Commissioning procedures;
- Managing commissioning personnel during pre-commissioning,commissioning and start-up on site;
- Preparing procedures of the Commissioning activities, after discussing withthe engineering and planning department;
- Assure the compliance of the assigned budget;
- Interface Engineering Departments, Client and Vendors representatives inthe execution of the job;
- Finalize the field activities plan, the organization chart, themobilization plan for personnel and vendors;
- Assign and define duties among the discipline Supervisors for supportingthe Vendor field supervisor(s);
- Organize and co-ordinate all site activities, from pre-commissioning up tothe performance test, as requested in the contract;
- Propose corrective actions in order to avoid delays at site in order tofulfil the overall target of the project;
- Approve the Vendor supplied items (packages) Provisional AcceptanceCertificate prior to Site Manager for formal acceptance;
- To provide the Commissioning Final Report that includes all observationsrelated to the project concerning organization, manpower and technical aspects;
- To provide feedback to the Head of Department concerning problems arisingfrom the implementation of methodology and work instructions to improve theeffectiveness and efficiency of the department; organize the most importantobservations in the form of instructions for improvements;
- Interface with the Engineering Managers (PEM, PM) concerning the technicalproblems arising in field during the execution of activities, either related todesign, quality of material, Vendor packaged units, Vendor assistance andquality of construction.
Requirements - Degree in Engineering (preferred Chemical or Mechanical Engineering)
- At least 10years previous experience in the same role
- Previousexperience in Oil&Gas sector
- Oil & GasSectors background (Upstream/Downstream Plants)
- Experience with commissioningand start-up activities of gas turbines
- Knowledge of HSE aspects, related to Plant Commissioning, especially withhydrocarbons
- Knowledge oftechnical drawings, project documents, specifications and method statements
- Fluent knowledgeof English languages
